   a. Tropical cyclone summary:
      (1) at 041200z, tropical cyclone 07b (seven) was located near
7.1n 89.3e, approximately near 7.1n 89.3e 450 nm east of Sri Lanka,
and had tracked west-northwestward at 04 kts over the past six
hours. Maximum sustained surface winds were estimated at 30 knots
gusting to 40 knots. See ref a (wtio31 pgtw 041500) for further
details.
