 Special Statement  Statement as of 4:50 am PDT on October 31, 2014


... Pacific storm system to affect southwestern California this
afternoon through Saturday...

A cold upper level trough of low pressure and surface cold front
will bring periods of Rain... Mountain snow... possible
thunderstorms... and gusty winds to southwestern California this
afternoon through Saturday.

A fast moving cold front will spread rain along the central coast
this afternoon... then spread into Ventura and Los Angeles counties
this evening. Showers will persist into Saturday morning across the
region... with a chance of residual showers mainly on north facing
mountain slopes from Saturday afternoon through early Sunday
morning. Most areas are expected to see 3 to 4 hours of steady rain
with the initial front... then turn showery as the front moves east.
There will also be a slight chance of thunderstorms over San Luis
Obispo and Santa Barbara counties tonight as colder air moves in
aloft. Any thunderstorms would have the potential to bring brief
heavy rain and small hail.

Rainfall amounts from this afternoon through Saturday are generally
expected to range between three quarters of an inch to one and one
half inches along the central coast... with higher amounts across
northwestern San Luis Obispo County. Otherwise rainfall amounts of
one quarter to three quarters of an inch can be expected for most
areas... with local amounts up to one inch in the San Gabriel
Mountains.

Snow levels will start out above 7500 feet through this afternoon
then fall to 6000 to 6500 feet by Saturday morning. Most of the
steady precipitation should be over before the snow levels lower
significantly. Even so... 1 to 3 inches of snow accumulation will be
possible for the San Gabriel Mountains around 7000 feet and
above... with an inch or less between 6000 and 7000 feet. With the
expected snowfall combined with gusty winds... driving conditions in
the mountains could be difficult tonight.

Southwest winds gusting to around 40 mph are also expected over
the mountains of Ventura and Los Angeles counties and in the
Antelope Valley this afternoon and tonight in advance of the front.
Winds will turn northwest over the area by Saturday morning with
gusts around 40 mph possible in the mountains and Antelope Valley.

Residents near the Colby burn area should monitor the latest
National Weather Service forecasts and statements as the potential
for locally heavy downpours tonight could bring the threat of minor
mud and debris flows.

Since this will be the first widespread rain event in quite some
time... roads will be extra slick due to months of oil buildup on
paved surfaces. Motorists are urged to use extra caution in the
rain. In addition... people planning to travel into the mountains
should be prepared for winter weather driving conditions over the
higher elevations.

Southwest California area forecast discussion

Synopsis... 


A fast moving cold front will bring periods of Rain...Mountain 
snow...possible thunderstorms...and gusty winds to the area today 
through Saturday. Sunday will begin a warming trend as we dry 
out...and high pressure and offshore flow returns.

Short term (today-sun)...weather system approaching the area more 
or less on schedule. Rainfall amounts north of US have been on the 
light side, generally a quarter inch or less so far, which is a 
little concerning. The models do show intensification occuring today 
as the front slides south and upper level energy interacts with the 
lower level features so our forecast is predicated on this 
development. Will stay the course for now and see how things evolve 
through the day to our north. 


Timing-wise, with Halloween trick or treaters this evening timing is 
a much bigger deal than usual. While there may be some drizzle or 
sprinkles ahead of the front today, all indications are that 
anything of consequence will hold off until after 5 PM with the 
exception of the extreme northwest corner of slo County. Rain will then 
spread over the western portion of slo/sba counties around sunset 
and propogate eastward through the evening. There is a decent chance 
that light warm-frontal showers will develop ahead of the front 
across la/Ventura counties between 6 and 10 PM but the best chance 
for these would be in the foothills and mountains where the orographic 
lift will assist. Amounts during this time would likely be just a 
few hundreths but it would be enough to make for some soggy 
costumes. The main frontal band should move through la/Ventura 
counties between 11pm and 5 am. 


Sticking with rainfall numbers for now. Half to 1 inch up north and 
in the southern mtns/foothills. Quarter to half most everywhere else. 
Rain rates not expected to pose a significant threat beyond the 
typical issues. Probably not much snow as colder air won't arrive 
until after most of the precipitation has stopped. Above 7500' there could 
be a few inches of accumulation but below that very little. Also 
could be a few rumbles of thunder mainly north of pt Conception 
mainly overnight as the colder air arrives. 


West to northwest flow on Saturday will usher in a few more showers 
mainly central coast during the morning and some of the mountains during 
the afternoon, otherwise most other areas should be drying out with 
breezy conditions and a mix of sun and clouds.

With 559 dm heights overhead Saturday look for the coldest day since 
April 13th with coastal and valley temperatures only in the 60s or 6 to 12 
degrees below normal. 


Continued breezy and cool for Sunday as the trough slowly moves off to 
the east. Skies will clear through the day. It will be breezy especially in 
the mountains and the Antelope Valley. Maximum temperatures will rise a degree or two 
from saturdays chilly readings but will still be below normal. 


Long term (mon-thu)... 
and then its all over and socal is back to sunshine and above normal 
temperatures. All models agrees that a ridge to our SW will start to build 
into the state on Monday continue to grow on Tuesday...peak on 
Wednesday and then weaken a little Thursday. Weak offshore flow each 
morning should keep the low clouds away. Maximum temperatures will rise each 
day reaching at exceeding normal by Tuesday. Wednesday looks to be 
the warmest day with almost all CST and valley temperatures in the 80s. Still 
warm but maybe 2 to 3 degrees cooler Thursday.

Aviation...31/1800z. 


The marine layer at klax at 1723z was near 4900 feet deep. The 
inversion top was near 6800 feet with a temperature of 12 degrees c. 


Overall...low to moderate confidence in 18z taf package. MVFR 
stratus deck continues over all coastal/valley taf sites this 
morning. Expect MVFR conds to continue through the morning. For this 
afternoon...central coast should remain MVFR with front approaching 
while south of Point Conception ceilings should range from MVFR to 
VFR. 


Cold front will begin to impact the northern taf sites late this 
afternoon...then move southward this evening. MVFR conds with steady 
light rain can be expected...with moderate confidence in timing of 
steady rainfall. Additionally there will be a slight chance of 
thunderstorms across Santa Barbara and San Luis Obispo counties this 
evening and early Saturday morning as cold and unstable air filters 
in behind the cold front. 


Klax...moderate confidence in 18z taf. Moderate confidence in VFR 
ceilings continuing this afternoon. Timing of beginning of steady 
rainfall with front could be +/- 2 hours different from current 
forecast. 


Kbur...moderate confidence in 18z taf. Moderate confidence in VFR 
ceilings continuing through this afternoon. Timing of beginning of 
steady rainfall with front could be +/- 2 hours different from 
current forecast.

Marine...31/900 am... 


For the outer waters...moderate confidence in the development of 
small craft level northwest winds this evening behind the cold 
front. For Saturday through Monday...moderate northwest flow will 
continue...and small craft conditions are likely. 


For the inner waters...winds are generally expected to remain below 
small craft levels through early next week. However...local small 
craft level gusts will be possible Saturday through Sunday across 
the western part of the Santa Barbara Channel. 


Behind the cold front...cold and unstable air will result in the 
slight chance of thunderstorms this evening through early Saturday 
mainly north and west of The Channel islands. The usual thunderstorm 
hazards will be possible...gusty winds...brief heavy 
rain...lightning...and even waterspouts. 


A 10-12 foot northwest swell is expected to move through the outer 
waters Saturday and Sunday.
